According to the “Three-Year Action Plan for Hebei Province to Win the Blue Sky Defence War” issued by the Hebei Provincial Government, Hebei will implement the environmental protection, energy consumption, water consumption, quality, technology, safety and other standards and related laws and regulations, and force the non-standard production capacity to withdraw. market. It is strictly forbidden to add new steel, coking, cement, flat glass, electrolytic aluminum and other production capacity to prevent the resurgence of the equipment. The steel enterprises listed in the de-capacity plan need to withdraw from the supporting sintering, coke oven, blast furnace, converter and other equipment.

Hebei proposed that by 2020, the province's steel production capacity will be controlled within 200 million tons. The production capacity of cement, flat glass, coal and coke is controlled at 200 million tons, 200 million weight boxes, 70 million tons and 80 million tons respectively, and strives to eliminate and replace thermal power production capacity of more than 4 million kilowatts. Based on the steel production capacity at the end of 2015, Chengde and Qinhuangdao City withdrew 50% of the steel production capacity in principle.

In addition, Hebei proposed that it will focus on the steel, cement, flat glass, coking, chemical, pharmaceutical and other industries to accelerate the relocation or closure of key polluting industrial enterprises in urban built-up areas.
